Mr. Guzman was born
in New York, New
York. He is a
Hispanic American
who is fluent in
Spanish. Mr. Guzman
attended the
University of
Maryland and taught
high school English
and Spanish
after
his graduation. He
subsequently
attended Georgetown
University Law
Center in
Washington, D.C.
Following his
graduation, he
worked as an
Assistant District
Attorney in the
Kings County
District Attorney’s
Office in Brooklyn,
New York. His public
service work further
extended to the
United States
Department of
Justice, where he
worked in the Civil
Rights Division in a
unit that worked to
guarantee the civil
rights of all
individuals who
where
institutionalized:
whether in prisons,
mental heath
facilities or
institutions for
developmentally
disabled citizens.
Mr. Guzman has also
worked in the
private sector and
is an experienced
civil litigator. He
worked with civil
law firms both in
New York (Lester,
Schwab, Katz &
Dwyer), a Wall
Street firm, and, in
Washington, D.C.
(Jordan, Coyne,
Savits, & Lopata).
As an attorney in
private practice, he
represented the
insurance industry
and has gained
experience in the
handling and trial
of personal injury
cases. Mr. Guzman
opened his own
private practice in
1994 (Philip. A.
Guzman, Esq.,
L.L.C.) and serves a
diversified
community in a legal
and litigation
centered practice
with emphasis in the
areas of personal
injury, criminal,
and education law.
Mr. Guzman and his
staff are completely
bi-lingual and all
speak fluent
Spanish.
Mr. Guzman also
serves as a private
arbitrator and
mediator throughout
the Washington area,
and has served as an
arbitrator
for the
United States
District Court in
Washington, D.C.
